Overview
From 1 July 2009, DEEWR and the States entered into Phase III of this popular and successful government-funded program.
HBTA is no longer delivering training to job seekers in Queensland through the PPP program.
However, we do have contracts in place for Structural Adjustment Places and NEIS applicants.
- Structural Adjustment Places are available only by written application made directly to DEEWR. Only the Employer or the Employee's Representative can apply and only when the worker is retrenched.
- NEIS-PPP positions are only available to individuals who are eligible for the NEIS program. You will need to discuss this with your Employment Service Provider and NEIS Manager. This program provides training in small or micro-business management techniques

Enrolling in a Productivity Places Program
NEIS-PPP applicants must be submitted by a NEIS Manager to HBTA using the appropriate Referal form (PDF). Applicants must also complete the Confirmation of Enrolment Form (MS Word 2003), including the Statutory Declaration, Privacy Notice and Applicant's Declaration. You also need to complete either the Certificate III in Micro Business Operations or Certificate IV in Small Business Management enrolment form.
We also require you to be familiar with our policies and procedures, as outlined through our Enrolment and Policies and Procedures tabs above.
Then:
- fax the documents with certified copies of the appropriate evidence via 07 5502 9114 OR
- email the documents with the appropriate evidence via admin@hbta.edu.au OR
- ring the Head Office on (07) 5502 6662 to request an interview and bring the Referral form, Confirmation of Enrolment Form, your proof of age/identity evidence and the completed enrolment form OR
- mail the completed documents with our enrolment form and certified copies of your eligibility evidence to

You will also need to submit one of the following to confirm your age and identity:
- birth certificate
- passport
- current driver's license
- proof of age card
Certified copies may be also be submitted or originals presented during an enrolment interview held at our head office in Helensvale, Queensland. If emailed or faxed, please ensure that the copy sent through the fax is of high quality as unreadable copy or evidence cannot be accepted.
Structural Adjustment Places applications, however, must be made in writing by the Employer or Employee's Representative and submitted directly to the following address:
