We regret to advise that this qualification is no longer approved for funding under the Productivity Places Program. Due to a massive - and unnanounced - over-subscription for funded places, DEEWR has restricted funding for the remainder of the year to Certificate III qualifications only.
For further information, please refer to our News Update article and Productivity Places Program information page.
This is the formal qualification required under AQTF 2007 to deliver competency-based training and assessment within and for a Registered Training Organization. It is a required pre-requisite for the Diploma of Training and Assessment.
It can also be accessed by and tailored to the needs of industry trainers and assessors who will benefit from learning the professional skills to enable them to move across industry sectors.
However, you can choose to undertake short courses of clustered Units to meet AQTF 2007 Essential Standards for Registration, standard 1.4 or to meet specific industry needs. Some participants complete their qualification in stages, starting with the assessor competencies and then adding groups of Units when they need them.
Individuals living in Queensland who are considering Recognition (including Bridging Program enrolments) should contact a Skilling Solutions Queensland office (link will open in new window). HBTA has recently been confirmed as a preferred supplier of RPL services and, if your application is approved, we could receive $500.00 towards your Recognition assessment.
We are happy to send you our Training and Assessment Programmes Information Kit, available either in electronic (web-based) or printed format. This valuable resource contains our Prospectus, enrolment forms, unit information and important policies and procedures which you must be familiar with when you enrol.

Certificate IV in Training and Assessment requirements
You will need to complete 14 units of competency to complete the full TAA40104 Certificate IV in Training and Assessment. The combination of required core and elective units is identified on our enrolment form.
Applicants enrolling through the Productivity Places Program are strongly encouraged to discuss Elective Unit selection with us first. Some electives will suit different work settings and it is important to ensure you get the right mix for your job outcome.
Entry requirements
The TAA04 Training and Assessment Training Package version 2.1 (pages 68-39) specifies the following entry requirements:
- a sound grasp of written and verbal English to at least a Year 10 English and Maths standard is required
- familiarity with at least basic computer operations and with using programs such as Microsoft Word™, Excel™ and Power Point™ to at least Certificate III in Business Administration level
- vocational competence at least at the same level as the training/assessment you expect to undertake with an RTO (including practical experience, not just acquisition of knowledge)
These are identified in more detail within our Prospectus and page 6 of our Enrolment Form.
HBTA does restrict enrolments to clients aged 25+ as younger applicants usually have difficulty in satisfying the vocational competence requirements.
Prerequisite and Corequisite requirements
The core unit TAAASS402C Assess competence must be completed before attempting TAAASS404B Participate in assessment validation.
There are no defined corequisite units, though the training package makes recommendations in this regard and HBTA delivers the program holistically. This means that one workshop or workbook will usually cover multiple units that have similar or inter-related content.

TAA40104 compared to BSZ40198
Individuals who have completed the superseded BSZ40198 Certificate IV in Assessment and Workplace Training will receive full or partial status for most of the TAA40104 Certificate IV in Training and Assessment. This is discussed further on the Bridging Program page.
The TAA40104 Certificate IV in Training and Assessment provides a more comprehensive and extensive set of professional skills than the old BSZ40198 Certificate IV in Assessment and Workplace Training. It is also more expensive to deliver and assess than BSZ40198, if delivered to meet the standards. For example, unlike the old BSZ40198, TAA40104 requires candidates to demonstrate their practical skills in relation to accredited units of competency on several occasions over time.
The assessment requirements are also far more rigorous with a higher number of assessment tasks mandated by the competency standards. Some of these must be repeated several times at levels of increasing competence. To meet the requirements takes some effort on your part, but your reward is the development of professional skills that put you at the cutting edge when it comes to employability.

Fees and charges
Eligible job seekers are encouraged to seek a referral from their Employment Services Provider as we may be able to offer this program free of charge with all fees paid for by the Australian Government under the Productivity Places Program.

There are some additional fees which you might become liable for, such as

Unlike enrolment fees, these service charges attract GST.

Delivery
This qualification is delivered in several ways, but other options may be negotiated:
- a Bridging program for those who have the BSZ40198 Certificate IV in Assessment and Workplace Training
- a six-day intensive workshop program, with candidates completing additional work and assessments through self-paced study. This may suit those already working in a training environment.
- a new ten day workshop, also with candidates completing additional work and assessments through self-paced study.
- a series of twelve workshops held a week apart over three months with candidates completing prior reading and some assessments in private time (other options by arrangement). This may be most suitable for novices or those who like to work in groups.
- entirely through self-paced learning with some assessments completed on-job or through other relevant work-based evidence. This can be supported by additional mentoring sessions if required.
The workshops can be held in-house for corporate clients if an organisation has sufficient candidates enrolling at the same time, or they can be held in our premises. The Training and Assessment Programmes Information Kit gives further advice on choosing the delivery option that most suits your need.
We recommend that candidates enrolled in flexible delivery/self paced programs complete at least one unit per month to ensure that you complete the work in a reasonable time frame. You can complete the work at a faster rate if you wish.
Applicants should note that the workshop program addresses core Units only. Workshop dates are posted here and you can also ask to go onto a waiting list if a class if full of if no classes appear to be scheduled in a given period. Elective units may may be delivered as individual mentoring sessions or within a group setting due to the number of these available.
At present, no traineeship arrangements exist for this qualification in Queensland but applicants in the ACT could contact us to discuss an existing worker traineeship. The program is therefore usually delivered entirely under fee-for-service arrangements.

Assessments
All assessments are based on your ability to demonstrate competence to the requirements set by the standards. All of our graduates leave our programs with highly employable skills. We do not facilitate exams or 1,000 word assignments based on what you think you would do in a given situation. This is a practical qualification which therefore demands practical assessment strategies.
You are assessed through a variety of formative and summative assessment tasks, all based on real work activities. Some of the tasks dictate that you have access to learners (which can include your fellow workshop participants, fellow workers or family members) in order to conducts vocational assessments written to assess a unit from an accredited training package and demonstrate various facets of facilitation skills. This could be accomplished in the workshop or through actual on-job demonstration with HBTA assessors observing your delivery.
Unlike the BSZ40198 qualification formerly offered by some RTOs, candidates will not be able to demonstrate competency in delivering a training session on folding paper napkins, making cups of tea or lighting a match. The training and assessment facilitation must relate to your vocational competencies as confirmed and described on your enrolment form and directly address specific units of competency which you are qualified to train and/or assess.

Recognition assessment
There are many ways to complete a program. This process recognises that you may not be a 'clean slate'. You may have completed training with another organisation (registered or unregistered training organisation or witn an employer, for example). You may also have working and life experience which you can use to demonstrate that you can already fulfill the tasks required by your chosen unit/s of competency.
There are four ways you can obtain a recognition assessment:
- Recognition of Prior Learning - your previous learning experiences & decided on the basis of documentary or interview evidence
- Recognition of Current Competencies - your current skills and skills, gained through a variety of means which do not inlcude formal learning, decided using a variety of methods
- National Recognition - automatically applies for an identical unit (same code, title and standards) in your program with us
- Credit Transfer - requires a judgement on our part between broadly equivalent (but not identical) Units or modules (combination of units) from accredited courses.
If you are interested in applying for Recognition, we recommend that you read the TAA40104 Programs RPL Handbook before contacting us and requesting an Application for an RPL Kit. The Handbook contains important and useful information regarding the collection of appropriate evidence. It also describes the process which we are obliged to follow in assessing Recognition applications.
